Fire Variant (Celestial)
The Scepter Catalyst is a roaming elementalist build for WvW with ranged damage potential and plenty of boons to support sustained combat.
With Fire you can compensate the lack of “Air” burst with a more constant condition/hybrid damage. Without the superspeed from Air, taking Dagger off-hand gives better results for survival and mobility.
Basic Combos: Air 2 > 3 > 4 > Air Jade Sphere > 5 > Swap Fire 2 > 4 > 3 > 5

Air Variant (Power)
Fresh Air recharges air attunement when critting outside of air attunement, allowing burst combos by swapping into air for many ferocity buffs and vulnerability application in the middle of any of the many high damaging skills in each attunement. Air attunement also gives superspeed, so using the longer ranged skills like the jade spheres that can crit can help to keep swapping in and out of air attunement to keep distance or keep up with enemies who move faster.
Try to use the augment utilities like Soothing Water in your Water Jade Sphere and Fortified Earth inside the earth jade sphere to get extremely low cooldowns on them which grant you extra blocks, cleanses, and sustain.
Skill Combos:
Earth 2 > 2 > 3 > Earth Jade Sphere > Swap Air > 2 > 3
Water 2 > 3 > Swap Air > 2 > 3
Fire > 2 > 3 > Swap Air > 2 > 3
Use the Air Jade Sphere at the end of any of these combos to give you quickness and allow you to speed up the next combo. Use any of your CC skills to ensure your combos land after pressuring out cooldowns.

What changes can I make to adapt this build in the Open World?
You can play the Celestial Fire variant with Elementalist runes and will do fine
Are you going to change something about power variant after all the nerfs especially 18th of July nerfs?
Nothing to change, the nerfs were necessary but is still the same build

Btw, i was thinking about use Adventurer rune instead balthazar rune (roaming). What do u think about it ?
I rather take Divinity, Catalyst gets more value of all stats. Balthazar is just good because burning is strong.
Marauder and rune of infiltration give you 106% crt chance which is overkill, few dragon pieces would increase crt dmg and cap crt chance at 100% better?
actually it should just be scholar runes
any tips for playing the scepter/focus version? and would you ever consider running additional sigils to get more use out of Written In Stone?
