The Support Scourge is a necromancer build that can give barrier to its allies in WvW squads to keep them alive while also providing boons and ripping boons from enemies. Specifically, giving barrier to allies will cleanse conditions from them, and give vigor, might, and extra health. Using your Manifest Sand Shade F1 will help to apply more barrier to your squad, as it will cast your F2-5 abilities around those shades and yourself. Using your Shade abilities off cooldown is necessary to sustain these benefits.
The Transfusion trait allows Staff marks to trigger on allies as well as provide extra benefits. This also turns the Blood Mark that spawns on dodge into a powerful tool because every dodge grants regeneration to allies and generates life force, due to Soul Marks. Always try to place your Staff marks in between allies and enemies so that the negative effects hit the enemy and the buffs and healing land on your ally within the same radius.
When allies are not in need of support or you run out of cooldowns on your Staff, swap to the Axe/Focus to provide extra boon removal. Focus 5 can rip multiple boons off of a single enemy to help your team focus out of position targets, and Axe 3 is an AoE boon rip to help when engaging on the enemy squad. All of your utility skills also remove boons, so use these liberally during your team’s coordinated assaults.

Support Scourge is by far my favorite build for WvW. I’ve been running it for the last year plus, and it warms my black heart to see it finally being accepted/embraced. 🙂
Couldn’t it be the staff instead of the Greatsword? I don’t have the expansion to use Greatsword in scourge

I can’t quite afford full minstrel gear
You can do celestial or any other stat with healing like cleric
you can also buy the equipment from the universal wvw vendor, there you can select stats (including minstrel)
