A mostly Air focused elementalist build, the Power Tempest Open World build has massive area of effect spells to hit moving targets or to cleave multiple enemies.
The Fresh Air trait allows you to bypass the 20 second cooldown from Overloading Air Attunement because it recharges it the instant you land a critical hit outside of Air Attunement. This enables you to repeat Air Overload as many times as you want in a much faster window of time.
Using the long range of the Spear skills allows you to precisely damage single targets while the Air Overload has a wider and more mobile range, allowing you to react to the situation and apply pressure accordingly. Alternate between the Etching (5 skill) of the Air attunement and Fire/Earth attunement. Using three skills of any kind will enable you to summon a powerful spell from the Etching. These three skills can also include Spear 1 and the instant cast skills of the Glyph of Elementals reactivation and “Feel the Burn!” which can be used to speed up the Etching.
Spear Skill Rotation:
- Air 5 > 2 > 4 + “Feel the Burn!” > 3 > 5 > Air Overload > 2 > Swap Fire
- Fire 5 > 2 > 4 > 3 > 5 > “Aftershock!” > Fire Overload > 2 > Swap Air
- Air 5 > 2 > 4 + “Feel the Burn!” > 3 > 5 > Air Overload > Swap Earth
- Earth 5 > 4 > 2 > 3 > 5 > Earth Overload > Swap Air
Use Glyph of Elements in Water and activate it for more self healing, or in Fire for more damage. “Aftershock!” or Earth Overload can be used early on to give you Protection and to Immobilize enemies in place for your damage combos.
Scepter and Warhorn can also work if you don’t have access to Spear or prefer a more tab-targeted playstyle.
Scepter Warhorn Rotation
- Warhorn Air 4 > 5 > Air Overload > 2/3
- Swap to: Water for burst damage and healing, Fire for burst damage if Water is on cooldown, and Earth for blinds and protection
- Water 2 > 3 > (Water Overload or 5 for more cleanse and heal) Swap Air
- Earth 5 > 4 > 2 > 3 > 2 > Swap Air
- Fire 5 > 2 > 3 > Swap Air
- Repeat using Air Overload and swapping out to recharge Air Attunement again

Is the Superior Rune of Durability a must for this build? it is super expensive :-/
You can use Divinity Rune as alternative for now
I use the rune pack as a substitute, I had no problem with any kind of solo content, I hope it helps someone 🙂
I’ve tried this build, or something very close to it, with celestial and with marauders. I actually found the celestial did more dps, maybe because the boons stay up for longer. I found the Fury stays up a lot more for example.
I also use the sigil that gives you crits for 3 seconds after swapping attunements which works really well, do air overload, swap to anything else, crit, swap back to air…
Been all over SoTO with this build and most of the time I keep getting people giving me compliments for the dmg help with groups so it’s been really fun! Admittedly, I am way more comfortable with dagger/dagger, so maybe I should try to practice more with the scepter/warhorn build (scepter just still feels a little clunky to me). A little thing I found out by accident because I didn’t actually use Earth much when learning scepter/warhorn. Overload Earth is excellent cc – Immobility and Cripple are both soft cc and pulsed every second. You can use skill 3 and 5 while you wait for it to spin up (blind is also soft cc). As a bonus, 5 player Protection, Reflection and Stun Break and a Blast Finisher (plus Swiftness and Stability from Harmonious Conduit).
